Here is the reply from novell,
With reference to my recent call, DSN%SRQ$7852800BL1UVO, I've had some
feedback from Novell, but it's not good.
They say that the new NT client isn't compatible with anything before
3.11 and that's how it's documented and supposed to be.
This is a pain, as it means we're recently bought a 50 user license for
Pathworks for OpenVMS (Netware) which is going to become less and less
useful as more people upgrade to NT.
Are there any plans to upgrade the NCP functionallity within PWVN to
support these new style calls (he asks hopefully)?

Unfortunately, no.

Upgrading to NT is not the problem. (The problem is because
the *Novell client* package was also installed, which replaces
Microsoft's NetWare-redirector.) The PATHWORKS NetWare server works
correctly from an NT client using the NetWare-redirector that ships
with NT.
It's clear that Novell's intent is to coerce the customer base
to upgrade their servers (which is where the money comes from). The
new paradiagm seems to be 'give away client software and charge more
for the server'.
