383.0. "Recreation Space Planning" by SENIOR::IGNACHUCK (Native Maynardian) Tue Jul 28 1992 04:09

According to the 1990 Town of Maynard Open Space and Recreation
Master Plan, "Usual standards suggest that 2.5 acres of
playgrounds and playfields are appropriate per 1,000 population.
When examined by this criterion, Maynard currently provides enough
    acreage for 89,200 residents".

As anyone with a child in Little League or Soccer can attest, there
is something wrong with this picture.....

Our present playfields are overcrowded and worn out, and the
competition for use of our facilities has reached the crisis point.
The population projections for the next five years indicate that
the need for additional playfields will dramatically increase.

We need to have a plan to:

    1. Make better use of our existing playfield facilities.

    2. Develop the various parcels that we have acquired through the
years that have been designated for potential playfields.

The problem as I see it is that although the "Town of Maynard"
owns enough land to meet it's present and future needs, the
"control" of the land falls under the jurisdiction of many
town agencies: School, Selectmen, DPW, Conservation, and Recreation.

Unfortunately, we have no centralized Parks and Recreation
Department to tie all these agencies together.

I would like to see a Committee established, representing all the
above, plus the Little League, Soccer Boosters, and a group of citizens
so we can untangle the beaurcracy and focus on the needs of the
    community.

    Thoughts?

383.1A very good startSENIOR::IGNACHUCKNative MaynardianThu Aug 27 1992 04:4125
We gathered together representatives from the Little League, Soccer,
Recreation Commission and Conservation Commission on Monday to
    discuss the base note.

The result was that the Recreation Commission will dust off the
Summer Street plans to come up with an estimate for playfield
development. This land will not only provide soccer fields but
will also give the Fowler Middle School an outdoor Physical Education
    facility.

The Conservation Commission will take a look at a piece of Town
owned land at the end of Silver Hill road that may be suitable for
    a soccer field.

We also discussed the need for a Park Department function within
the town government which would combine the efforts of the various
existing outdoor maintainence programs that currently exist under
a more central control. Cost evaluations will need to be spun to
come up with the correct solution.

These are good starts, and I'm very happy with the initial reaction.

383.2Advisory CommitteeSENIOR::IGNACHUCKNative MaynardianWed Oct 07 1992 03:0217
At a recent Selectmen's meeting I made a motion which was seconded
and voted to create a "Parks and Recreation Site Advisory Committee"
    reporting to the Selectmen.

The purpose of this committee is to review the use of existing Town
active recreation facilities and make recommendations for improvements
and to explore the inventory of town owned land for future active
    recreation land development.

This committee, which will have five members, will report back to
the Selectmen with recommendations that will be used in the FY94
Capital Improvements Plan for the Town.

If anyone is interested in serving on this committee, I suggest
that you send a letter to the Board of Selectmen.
