    If I remember correctly, it's Eric Frank Russell's short-story
    collection the name of which I can't remember.  
    
    He had sooo much fun whacking bureaucracy.  And he did it so well.

    The story is "Allamagoosa", and the author is, as =maggie says,
    Eric Frank Russell. Two places that you're most likely to find
    it are (a) THE HUGO WINNERS, VOLUME 1 (edited by Asimov), and
    (b) THE BEST OF ERIC FRANK RUSSELL.

    Rats!  You beat me to it, Jerry.  I checked it in "Best Of..." over
    the weekend.
    
    I rather hope Russell is aware that there are people who so enjoy
    his writing that a single word is sometimes a sufficient reference.

It also appeared in an _Analog_ collection of humorous SF stories.

Other Eric Frank Russell stories that _could_ have appeared in that same 
anthology include "Muten," "A study in Still Life," and "Plus X."
