    I've got some questions about Hugo awards:
    
    1. How is the nomination process handled?  Is there a nominating
    committee or do the same people who vote nominate the candidates?  Is
    the process the same for all the categories?
    
    2. What's the difference beteween a novella and a novellette?
    
    3. What does it mean when a candidate comes in after "No Award"?  For
    that matter, is there some award for 2nd, 3rd, etc. place?

    I am currently in possession of a copy of "A History of the Hugo,
    Nebula, and International Fantasy Awards" that was lent to me by
    the late Digit, Jerry Boyajian.  There is an explanation in the
    book of the Hugo selection process -- I'll get a copy of the text
    to you.

    That depends on whether NESFA is running the con or not ;)

Seeing as how NESFA doesn't run WorldCon's, their role is moot.

Hugo's are awarded by the World Science Fiction Society.  My recollection 
is nominations for any given year are accepted from members of the WorldCon 
for that year and for the previous year.  Voting is limited to members of 
the WorldCon for the year in which the Hugo is actually awarded (and not
the year for which it is awarded).

So, members of MagicCon and ConFrancisco should be eligible to nominate
for the Hugo's.  Members of ConFrancisco get to vote.
