My wife tells me Feb 22 is International Thinking Day for Girl Scouts. Is it
relevant to Boys Scouts? 
I'm a British Scoutmaster in the US, never was a scout in the UK.  My wife who
was a Girl Guide tells me Feb 22 was celebrated by the Boy Scouts in the UK.

Founders day or Thinking day from my experience is 
usually only a Guides activity. Never seen Scouts
involved.

   To my knowledge, Feb 22 is the birthday of both Olave and Robert
    Baden-Powell. Olave was B-P's second wife, I believe.  Athough B-P's
    sister Agnes did most of the organizing, Olave gets the lion's share of
    credit for starting the Guides. 
    
    The BSA does not observe this occassion, or have any recognition of it
    - perhaps because they celebrate the anniversary of their own founding
    in February.  The Cub Scouts have their "Blue and Gold" banquets at
    about this time.
