    Moderator: I looked for appropriate note with no success.  Please move
    as you see fit.
    
    I was at a meeting last night when the subject of trails usage came up. 
    The info shared was that we  (in New Hampshire) are close to having a
    registration fee imposed on Mountain Bikes by BOHRV.  They will be
    classified as Off-Road Mechanized Vehicles as opposed to Motorized.
    It seems there is a movement that believes a) Mtn bikes are causing
    some damage to trails and are not paying their part to maintain them
    and b) there's a big chunk of revenue out there with about 300K Mtn Bikes
    in the state.  Cost would be in the $5-$8 range with no prediction on
    how it will be enforced.
    
    Any comments or confirmation?

        It would be interesting to know how someone intends to define a mtn.
    bike so that there would not be a question and the right revenue would
    be collected from the right people, with the appropriate penalties, etc.
    for the responsible people when offenses occur.  It seems that
    something like this would be much more difficult than going after
    off-road motorcyclists or other RV users.  Which if I remember
    correctly was not very easy at all.

    Probably cost as much to implement and enforce as it would bring in, if
    not more.  And it would use resources better spent elsewhere, but then
    that does not usually enter into the thought process of the people 
    coming up with or supporting such legislation.

    Comment: You could enforce it via bike-stores. Example: Put an amount
    of $10 extra on every new bike to maintain trails. This is only a
    fraction of what most bikes cost.
    But keep in mind that only a fex mtn bikers do cause damage. Most
    are trying to keep the trails as they are, should they pay for
    this little group ?
    Keep in mind that ramblers and horses also cause damage to the trails
    (mostly by throwing litter/going of the trails). Are they paying there
    part ?

 I really don't see where MTB's cause any more damage than hikers do!!!!	
 After I am done riding the only thing I have left behind is(if the ground is   
soft) nothing that a hiking boot would leave. What tears up the trails is the 
 motorbikes spinning their wheels. I don't know 'bout you but I have a hard 
 enough time pedeling up the hills let alone spin my wheels to dig up the trail.
 All I am trying to say is we(as MTB'ers) are getting all of the blame for some-
 thing we are not the cause of.
