Hire (though I don't doubt there are many others dealing with the tourist
market).

I reckon that the Rent a Bike place has cheap hybrids for tourist use. The other
would be a better bet for a racing bike.
From the many entries under Bike Shops, the following are two I go to in the
centre of town, whenever I'm in Dublin. They may not do hire themselves, but
would probably be able to tell you where to rent a decent racing bike.

I haven't done much cycling in Dublin, but for flat roads I reckon the Kildare
direction (South West) would be best, and for (serious) hills go into the Wicklow
mountains (South) -- great scenery too. If heading towards the Wicklow
hills from the centre of Dublin I would recommend going out through Rathfarnam
towards Glencree -- that way you will avoid most heavy traffic.
