I would like to put a rear rack on my Specialized Sirrus Triple.  It has
mounting stays for a rack.  I don't plan to ride with heavy loaded
panniers, like a touring bike might have.  Rather I want to be able to
have small panniers or a rack-top bag big enough for a lunch, jacket,
etc. for a day trip.  Therefore I don't need the extra weight or bulk of
an industrial strength rack or a mountain bike type rack.  On the other
hand, I do want it to have a panel on top, that acts sort of like a
fender (or splash guard). So what are my options? 

Blackburn makes one that seems to be aimed at cross bikes (I think it's
called the CrossRack or something like that).   Does that sond like what 
I'm looking for or are there other suggestions?

Go with the Blackburn MTN Rack or there new Cross Rack. I think the cross rack
is a little cheaper and lighter but the MTN rack construction feels a lot
sturdier.

All Blackburn Racks are warrantee for life so for a few dollars more, I would
buy it just for the warrantee.

    Depending on your pride, you could make a rack top splash guard
    yourself.  Goto the grocery store and get some of the wax-coated
    corrugated cardboard that produce comes in.  Hack at it until it
    fits, and attach it to the top of your rack with cable ties.

    These tended to last about a year's worth of daily riding.
    I always cut mine so it would says "Keep Refrigerated", or something.
    One time I managed to get a box of Jeff brand brocolli.
