Are you asking about races, or about touring?

For touring kind of stuff, you don't really need a group.
If you want a group atmosphere, go on one of the regulular bike
club rides, and just take the shorter options.
The half-metric (37 mi.) might be a good length, and also be
    populated by a slower crowd.

I'll let someone else the the racing answer.

Where do you live?

In what area does he wish to ride?

How Old is he?

P.S.	In general, American Youth Hostels has a good program for
kids.

You should be able to find information about local bicycle
clubs from your local bicycle shops. Contact the club and
see what rules they have regarding children riding. I know
of at least one club that requires children under 18 to
be accompanied by an adult on club rides. There are many
shorter rides (under 15 miles) in the spring... rides
will usualy get longer as the season progresses.
