Contact your local Citizens Advice Bureau about any existing HP type
agreements on the car. They cahrge a small fee and give you a sort of
certificate showing that the car is unencumbered. My local CAB did it
for me last year. Loans shouldn't be a problem because the bank/other
institution has no title in the car.
Re. stolen cars, you could phone the local police. If they are feeling
cooperative they make check the PNC and go and visit the 'owner' if
there is anything wrong - I doubt if they would tell you directly.
I phoned the DVLC in Swansea, I think they couldn't or wouldn't help
(officially), but as there was no 'log book' available for the car I
was buying, the clerk I spoke to asked for the name of the registered
keeper and indicated 'off the record' that there was no apparent
problem.
