Well, I got an answer of sorts.
If I were a farmer or had a business in an approved list of agriculturally
related industries then I could register it as a farm vehicle.
Otherwise if I can prove that I need it for my business then the firm (not me)
can register it as a works vehicle and it can be driven on the road to move
from work-site to work-site.
However in the general case I don't have a useful answer - workarounds
gratefully listened to...
