    Can someone please tell me wether one should or should not oil electric
    car aerial stems. Should they be dry ?  Does oil gradually build
    up and cause failure of the unit ?

On the US Rabbits (Mark I Golfs and convertibles) the antennas are on the left
side fender.  The wire comes through a hole in the side of the firewall
and the base of the unit can be reached from the inner fender well.  You might
want to jack the car up and take the tire off so you can poke around under
the fender easier (use a jack stand!), but it should be there.

...why don't you try popping into your local VW garage, collar a mechanic and
ask him how to get at it/replace it...

you will probably get the info for free :-)

    Im my MK1 Golf, the access to the inside of the front wings is blocked
    by the plastic wheel arch liners.  Only a few screws hold them in (I
    think), but I have never had to remove one.

The US Mk I Golfs don't have any plastic liners inside the wheel wells, but 
on the gas fi models the right side well holds some sort of vapor holder
for the return line to the gas tank.

    Thank you all for your hints and suggestions. The access is via the
    wheel arch and I did have to remove a lining. Jacking the car up gave
    me enough room to work without removing the wheel.
    
    Cheers
