    I just read a letter in a One Design magazine from William Martin,
    President of the USYRU, lobbying for a tax on racing.  During their
    annual meeting, discussion centered around the financial stability
    of the USYRU, and the relatively small percentage of racing sailors
    having active membership.
    
    Proposed is a "users fee" for racing sailors. A Sail Identification
    Device for each sail at a fee of $5  per sail. The more sails you
    buy, the more you pay. It sounds interesting, and is a very creative
    method to offset increasing costs of this governing body by those
    who use it.  One question arises though...Who will enforce the fees?
    
    Sailmakers seem to be the logical choice.
    
    Anyone have more info on this USYRU fee?

    i.e. user charge for making locomotion from all that hot air on

    I for one do not object to a USYRU fee of some kind for those racing
    in a USYRU sanctioned series or race.  Without their rules, committee
    training, and judging, there would be no organized racing.  I believe
    EVERYONE who races and benefits from their hard work should belong.
    Short of that, a minor fee seems reasonable.  But then I also believe
    that those who watch public TV should also join or contribute.
    
    Jeez, we're talking about funding an organization that does a hell
    of a job for us, not the Duke or worse, the Feds!

    I agree with Dave.  How much money are we talking here anyway? 
    For most week-end racers, between $25 and $50.  Hell, it costs more
    than that to provision the crew for one week-end's worth of racing.
    And without the USYRU we wouldn't be doing this every week-end.
    So why not.  It's for a good cause.

    A recent issue of the USYRU magazine had a in depth article on this
    very topic.  They still had not decided exactly how it was going to
    work.  A large number of options had been considered and rejected. I
    have no problem with some kind of fee but making it work, be fair, and
    enforcing it will be very hard.  Consider the following case.  

    You do not own a boat but sail for a club and use their boats normally. 
    You decide to sail on the JFK and a couple of other races, and arrange
    to borrow a boat each time. With my kind of luck the boat or sails do
    not have the required sticker, sail patch, or what ever they decide to
    use.  The simple answer is you have to buy the sticker.  Suppose You
    enter several races a year and borrow a boat each time.  You could end
    up buying several of these little gems.  OK maybe they are not all that
    expensive but it still would be very annoying.  Also suppose you can
    only get it from the USYRU, and do not discover the boat is missing it
    until the race.

    I am a USYRU member, and supporter but not a racer.  I hope that they
    can come up with a workable scheme that the serious and casual racer
    live with.
