    I've been conned into enhancing out TRS (Time Reporting System)
    GROAN - it's written in C.
    
    I'm having a bit of trouble with DEC fiscal dates: as I understand
    it, the fiscal calendar works as follows (can anybody confirm?)
    
    1.  Fiscal quarters begin on the first sunday of july, october,
    	january and april.
    
    2.  Within each fiscal quarters, there are three fiscal months,
    	the first two being 4 weeks and the third being usually 5 weeks
    	(I think in some rare circumstances they can be 6 weeks).
    
    The problem is: given an arbitrary date DD-MM-YYYY (and knowing about
    leap years every 4 years, except not every 100 years, except every 400
    years, except not every 2000 years - so as to get a good approximation
    to 365.2422), how can the fiscal month and day be calculated (i.e.
    fiscal month in 0 .. 11, fiscal day within fiscal month in range
    0 .. 41).
    
    I'm having difficulty trying to prove whether it's possible or not
    - I think it must be, but I'm having difficulty formulating an
    algorithm. Has anybody come across this problem before?

Note -< METOO::SW_TOOLS_CATALOG.676 >- has been deleted (as happens from
time to time) - so DIR/TIT for tools FISTIM and MITSIF.
