I have a real need for something like this myself. Could some of the planet-sized brains who read this conference provide some help or at least reply with a discussion of the relevant issues of linear programming. We have a FORTRAN/VMS Branch-and-Bound program which can be used to solve LP, IP, and IP 0/1 programs; it was provided by Kayhan Talebi. It is currently to be found at: MODEL::USR:[YARBROUGH.MATH.BB.REFCOPY]*.* Included is a command file, BBJOB.COM, and an MMS description file, BB.MMS, to build the program. I have hard-copy documentation only, so if you want a copy please send mail to me at MODEL::YARBROUGH, and include your return address.
